The Springfield Water and Sewer Commission provides payment arrangements, discounts and abatements in accordance with its Rules and Regulations. Submit completed forms and required documentation to:

Payment Plan Application

To apply for a payment plan, please click here.

You may also mail your request in writing to P.O. Box 995, Springfield MA  01101-0995. Please note that mail delivery times may slow receipt of your request by at least 5 business days.

Accounts that have had a payment plan default within 24-months do not qualify for a payment plan.

Please note:  Once a property is shut off due to non-payment, payment arrangements are no longer an option. It is important to call for payment arrangements before your bill is past due.

Discount for Senior Homeowners

Homeowners who are 68 years and older may apply for a billing allowance on their water bill in the amount of $99 per year/$8.25 per month. Only owner-occupied, residential, single family homes are eligible for the allowance. To apply, submit an application form and a copy of a valid photo ID which includes date of birth.

Discount for Disabled Homeowners

Homeowners who are disabled may qualify for a billing allowance of $99 per year/$8.25 per month on their water bill. Only owner-occupied residential single family homes are eligible for the allowance. To apply, submit application form and other required documentation.

Leaks/Non-Beneficial Use Allowance

The purpose of a non-beneficial use allowance is to educate customers about water conservation through leak detection and timely repair, and to grant financial relief.

Homeowners may be eligible for a non-beneficial bill allowance for excess water use due to a home plumbing leak or faulty fixture. If you receive a higher than normal bill and suspect you may have a leak, please contact Customer Service at 413-452-1300 immediately.

Non-Beneficial Bill Allowance

  • Must be a residential property (1-3 units)
  • Owner must contact the Commission before the “delinquent after” date of the billing statement that first reported non-beneficial use.
  • Must show proof that there was a leak and that the leak was repaired within 30 days
  • Maximum allowance is $500
  • One-time only allowance and may not be applied for or granted to the same owner at any time in the future

Excess use caused by the following is not eligible for this allowance: Leaks attributed to underground irrigation systems, removal of internal or external plumbing or plumbing fixtures, intentional damage to the premises, property abandonment, or neglect.

Customer Assistance Program (CAP)

The CAP is intended to support low-income, single-family homeowners with water and/or sewer accounts with the Commission. Eligible and approved customers can receive a one-time, annual account credit equal to 25% of your annual bill (up to $250), regardless of your account balance. All customers are required to re-apply annually.
