The Springfield Water and Sewer Commission is developing a Hazard Mitigation Plan (HMP) to better prepare for and reduce risks from natural hazards, including severe weather, flooding, and wildfires. Because this plan directly impacts our community and our water and wastewater systems, your input is essential. Please read below for additional information on the plan and a link to the Hazard Mitigation Plan survey.

What is a Hazard Mitigation Plan and Why is it Being Developed?

A Federal Emergency Management Agency (FEMA)-approved Hazard Mitigation Plan (HMP) is a blueprint for reducing long-term risk from natural hazards such as flooding, severe storms, winter weather, wildfire, extreme heat, and other extreme weather events. The plan identifies the specific hazards the Commission faces; assesses vulnerabilities to the Commission’s people, property, infrastructure, and natural resources; and evaluates how anticipated future extreme weather may affect those risks over time. By understanding these threats, the Commission is integrating additional strategies to strengthen resilience into capital and operational planning.

The plan outlines a prioritized set of mitigation strategies and projects designed to reduce damage before disasters occur. Each action is guided by data, input, and cost-benefit considerations to direct use of limited resources where they will have the greatest impact. This HMP helps the Commission be better prepared to withstand natural hazard events and recover more quickly when disasters strike. It also positions the Commission with eligibility for federal grants related to hazard mitigation and disaster recovery.
