The purpose of a non-beneficial use allowance is to educate customers about water conservation through leak detection and timely repair, and to grant financial relief.
Homeowners may be eligible for a non-beneficial bill allowance for excess water use due to a home plumbing leak or faulty fixture. If you receive a higher than normal bill and suspect you may have a leak, please contact Customer Service at 413-452-1300 immediately.
Eligibility for Non-Beneficial Use Bill Allowance
- Must be a residential property (1-3 units)
- Owner must contact the Commission before the “delinquent after” date of the billing statement that first reported non-beneficial use.
- Must show proof that there was a leak and that the leak was repaired within 30 days
- Maximum allowance is $500
- One-time only allowance and may not be applied for or granted to the same owner at any time in the future

Excess use caused by the following is not eligible for this allowance: Leaks attributed to underground irrigation systems, removal of internal or external plumbing or plumbing fixtures, intentional damage to the premises, property abandonment, or neglect.
